i firmly disagree that beale has "the right" to be abusive and as phobic as he wishes. there is, even within the united states, a limit to these behaviors. there has been for a very long time. however, certain laws do get de-fanged over time. (for example the laws around overtime pay.) it does not change the fact that there *are* limits and people like beale are very aware of what those boundaries are. that said, beale doesn't live in the US any longer since he has fled the country due to US law.
