I can understand community, but think considering it a family is one of the reasons these things happen -- people know they are protected.
But ... I guess my idea of community is slightly different from some people's in that it seems to me that when someone in the community does something that goes against the standards of the community, it seems right to support the rest of the community instead of the individual. It's like there's some sort of social contract or something...
