Oh, believe me, some of us Americans get ticked off by the whole "We X-Americans are more X than the Xes" thing. Especially when they're cherry-picking which of their several Xes they're claiming based on the latest fad. (And it's not all Old Country stuff -- you'd be amazed how very few Native American genes it can take for someone to start wielding it as a social club.) I'll freely admit that I became interested in Welsh language and history because some of my ancestors emigrated from there ... but it was over 300 years ago fergoodnessakes! (Hmm, I missed the chance to celebrate the 300th anniversary of Francis Jones sailing to the New World just last year.) How is that supposed to give me any more insight into either ancient or modern Welsh culture than I have into the culture of Kazakhstan?

But as a writer, I'd be up a creek if I tried to confine myself to stories based in "my" culture. I'm not even sure how I'd define it's boundaries.
